INVITATION TO BID HES PAVING
IMPROVEMENTS FRONT PARKING LOT 2022
The HALEYVILLE CITY BOARD OF EDUCATION is interested in receiving bids for the completion of school paving Improvements for Haleyville Elementary School. Notice is hereby given that the Haleyville City Board of Education will receive sealed bids for the following project, bid: “HES PAVING IMPROVEMENTS FRONT PARKING LOT 2022” which will consist of selective clean up, demolition, and construction necessary for asphalt paving of parking lots per plans and specifications requested by the Haleyville City Board of Education. In accordance with Code of Alabama 1975, section 39, Public Works, sealed proposals will be received by the Haleyville City Board of Education at the Albright Administrative Building (Central Office) 2011 20TH Street Haleyville, AL 35565 by 2:00 p.m. on June 9, 2022 for paving parking lot repairs at the following sites;
1. Haleyville Elementary School Paving Improvements Front Parking Lot (An area of approximately 93,000 square feet)
The general scope of the job is cleaning up current designated parking areas repairing areas as necessary, milling work as necessary, and overlaying existing parking with 2 inches of asphalt for existing parking area with new striping and traffic designations. Mobilization, control & protection of traffic, removal and disposal of all unsuitable materials, new pavement, milling, signage, and pavement striping inclusive. All General Contractors bidding this project shall be required to visit the site and examine all existing conditions prior to submitting their proposal. All Bidders shall have general liability and workman’s compensation insurance. Pre-bid meetings must be arranged and completed with Dr. Bill Bishop, Director of Administrative Services. wbishop@havc.k12.al.us
A certified check or bid bond payable to the Haleyville City Board of Education in the amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000 must accompany the bidder's proposal. The project must be completed by July 28, 2022. The job will be inspected by a Board representative to see that the work meets specifications. The work must have a one-year warranty. Haleyville City Board of Education is exempt from sales tax. The Owner reserves the right to reject any
or all proposals and to waive technical errors if, in the Owners judgment, the best
interests of the Owner will thereby be promoted.
Act No. 2012-491, all vendors must comply with E-Verify requirements. "Upon submitting a bid, all parties affirm, for the duration of the agreement, that they will not violate federal immigration law or knowingly employ, hire for employment, or continue to employ an unauthorized alien within the state of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered. All bidders shall show such evidence by clearly displaying current license number on the outside of the sealed envelope in which the proposal is delivered. All paving work on this project must be completed by 7:00 a.m. on July 28, 2022.
Failure to enter into a contract or accept a purchase order for work required at the bid price, within a time prescribed by the School Board, shall make the bidder liable to the School Board for the full amount of the bid guarantee as liquidated damages, not as a forfeit or as a penalty. The bid bond or certified check of unsuccessful bidders will be returned upon award of contract or rejection of all bids, in no event, later than thirty (30) days after receipt of bids. The bid bond of the successful bidder shall be returned when formal professional services agreements are signed, purchase orders issued or when 100% performance bonds, 100% payments bonds and proper insurance, certificates have been satisfactorily furnished to the School Board as required. The general contractor is responsible for all applicable rules regulations regarding this Public Works Project.
