ADVERTISEMENT FOR BIDS
Ashridge, Winston County Saferoom Project Number: HMGP DR-4426-0004
Sealed bids will be received by the Winston County Commission in their office at the Winston County Courthouse, 11 Blake Dr., Double Springs, Al. 35553 ATTN: Ms. Judy Burnett, Asst. County Administrator, until Mon- day September 27 at 2:00 P.M. CDST for an above ground 24’x10’x8’, pre-engineered, pre-manufactured, steel safe room or equivalent structural design to meet specifications and design criteria installed on a monolithic concrete foundation. The entire assembly will comply with FEMA 361 Second Edition/August 2008 Community Shelter Design Criteria and ICC-500. An 8 KW protected generator shall be a part of this assembly. The safe rooms shall accommodate approximately 48 persons each.
Copies of the bid documents may be acquired from the Winston County Administrator’s Office located in the courthouse.
Prospective bidders are instructed to read the General Terms and Conditions, Special terms and Conditions and Bid Specifications very carefully. Bids must be made in compliance with the guidelines in the sections referred to herein. Notice that this project is governed by the Alabama Public Works Law.
A cashier's check or bid bond payable to in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Payment Bonds in the amount of 100% of the contract, and evidence of insurance required in the bid documents will be required at the signing of the Contract. Bonding companies must be approved by the State of Alabama.
Copies of the following requirements shall be included with the bid:
1. The company awarded this contract must comply with the Alabama Public Works Bid Law and all public works policies.
2. Alabama State License
3. Alabama Contractor License (BC-S: pre-fab buildings)
4. Alabama Manufactured Housing Commission Safe room current Manufacturer, Retail and Installer Certificates and proof of bonds.
5. Certificate of insurance-General Liability and Workman’s Comp.
6. According to Alabama law, Statutory Authority: Code of Alabama 1975 34-2-32 an architect must provide design services for an Assembly Occupancy building. The bidder must provide architectural plans stamped by a registered Alabama architect with their bids. No bid will be accepted without these documents. Engineering drawings for the construction of the shelters stamped by a registered Alabama engineer shall also be provided.
7. Proof of successful door testing at Texas Tech Wind and Science Engineering Department.
8. Alabama engineer Wind Analysis and Debris Impact Certification.
9. Alabama engineer Generator Protective Housing Certification.
10. A certified foundation anchor system (proof load) test, performed by an independent testing laboratory, demonstrating the pull strength of foundation anchoring system (bolts, anchoring rods, plates, etc.) in accordance with the engineer’s specifications. An alternate testing method will be accepted for foundations using a different anchoring system such as welding when it shows the acceptable pull strength for their anchoring system.
11. Proof of a minimum of one (1) year experience constructing and installing community safe rooms.
12. Three (3) references with photos for the satisfactory completion of delivery and installation of comparable sized community safe rooms (within the last 24 months).
13. The company awarded the contract must comply with the Beason Hammon Contract Clause that they will not violate federal immigration law or knowingly employ, hire for employment, or continue to employ an unauthorized alien within the State of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting there from.
The Winston County Commission reserves the right to reject any or all bids and to waive informalities in awarding this bid to the best responsive bidder.
