Winston County Schools discuss potential federal funding shortfall

DOUBLE SPRINGS - The future of certain title programs in state and local schools remains uncertain with the federal executive branch Office of Management and Budget withholding congressionally-approved funding for those programs, beginning at the new fiscal year on Oct. 1.
The Fiscal Year 2025 Full-Year Continuing Resolution Act contains education formula funds such as Effective Instruction state grants, student support and academic enrichment grants, English language acquisition, migrant education and adult basic and literacy education state grants, federal officials stated.
These education formula funds were anticipated by school officials to become available July 1, so they could be budgeted for the new fiscal year, but the funding was withheld, pending reviews of the effectiveness of those funds by federal officials.
This decision to withhold this funding has brought local school boards to the discussion table to see what can be done with a new school year only two weeks away.
At the July 14, work session of the Winston County Board of Education, Superintendent Jeff Scott focused board members’ attention on the title funding that schools are not expected to receive for the new fiscal year.
“I know that most of you are  aware those funds have been frozen at this time,” Scott began. “Of course, we don’t know the outcome of that.
“Currently, that could affect us about $250,000,” Scott stated.
