Request for Statement of
Qualifications
For Architectural and Engineering Services
The Town of Bear Creek is soliciting Statements of Qualifications from professional architectural and engineering companies to establish a pool of pre-approved vendors which, for a period of three years from the date of this advertisement, may be called upon as needed to provide professional services for grant applications and possible grant-funded projects. Potential grant funding sources include, but are not limited to, the State of Alabama/HUD CDBG, LWCF, RTP and related programs, the Appalachian Regional Commission, the Economic Development Administration, and Federal Emergency Management Agency grant programs.
Factors to be considered in the award of professional architectural or engineering services include: 1) Knowledge of grant programs (5 points); 2) Experience and availability of key personnel – timeliness, mobility, current workload (5 points); 3) Proximity of firm to project area (5 points); 4) Understanding and familiarity with the needs and environment of the community (5 points); and 5) Past experience in working with the locality (5 points). Total possible 25 points.
Organizations wishing to be considered for this procurement should submit three copies of their Statement of Qualifications covering all of the above factors. In the event of a tie, an oral presentation will be used to determine the most qualified firm. The Town reserves the right to reject any or all statements of qualifications and to waive any irregularities or informalities in the solicitation process.
Applicants must prove they are a licensed professional eligible to work in the State of Alabama. The Town of Bear Creek reserves the right to award any number of contracts or not award any contract. Due to the as-needed nature of the work, no work is guaranteed on any contract, even if awarded. Fees to be determined on a project-by-project basis.
Statements of Qualifications must be submitted no later than three weeks from the date of this advertisement. Submittals received after this date may not be considered. All proposals should be sealed and clearly marked on the outside Proposal for Professional Services for the Town of Bear Creek. Submittals may be mailed or hand delivered to the project administrator at the Northwest Alabama Council of Local Governments. Proposals should be addressed to: Tiffany M.
